Even without outside guides, a pattern shows up here: two achievements in this group require a complete set of characters in a category, and two require just one specific action. And curiously, the single-character “Cult Movie” (2.9%) is rarer than the full-set “Ensemble Piece” (3.0%) — the opposite of what you might expect.

Waste Management — 3.2%. Condition: purchase the old dock and collect all the nuclear waste. This one folds two separate actions — buying and collecting — into a single achievement.
Both are good examples of how Rockstar writes these descriptions: they state the condition, not an instruction. No coordinates, no item counts, no order of operations. We’re not adding any either.
Group four: three-star standoff
Three Man Army — 3.2%. Condition: survive for 3 minutes at 3 stars or higher with all three protagonists together, outside of a mission.
This is the only achievement on the list where the official description directly lays out an in-game scenario, complete with a timer and an “outside of a mission” requirement. It’s also a good example of why the percentage isn’t the same as difficulty: the action itself is described precisely, but it requires deliberately engineering a situation the player has to set up themselves.
The odd one out: Cryptozoologist
